For being eligible to incentives (feed-in-tariffs) when installing a small residential PV system (<10 kW), a part of the building's hot water needs must be covered by renewable energy sources such as solar thermal systems. The only authorities involved in authorization are the local branch of the Distribution Network Operator (HEDNO, which issues a grid-connection offer) and the Public Power Corporation (PPC) (or any other electricity retailer) with which a “compensation agreement” is being signed. As of winter 2011, installation of rooftop systems on listed buildings is not allowed.

Funding of project

Public authorities are not involved in financing of the project. A necessary precondition for the eligibility of a system to the residential PV rooftop program (i.e. eligibility to a feed-in-tariff) is that there is no public support involved. Financing is either entirely based on the owner’s equity or it involves a bank loan (which can be up to 100% of the investment cost, with or without collateral). Typical loan terms in Q2-2014 are: interest rate 4.5-10% for 2-25 years, loan expenses 200 €. Most banks offer standard programs for residential systems and thus procedures are not complicated and do not take more time than any other consumer loans.
